There were four core reasons for this success-

  • Concentrate the planning, funding, and construction powers at the right level to deliver the project.
  • Time is money.
  • Trade-offs matter. i.e. choose boring technology.
  • A longer pipeline of projects enables investment in govenernment resources instead of consultants.
